The dressers should be provided with uniform and, if
possible, quarters.

The hours, at the start, with 8 dressers could be made into 8 hour turns, but it ought to be clearly understood by this staff that there is nothing to prevent their being called on to do 12 hours duty, when the necessity arise.
10. The scale of salary to be the same as that in the Straits Settlements in which they rise from $300 to $1,200 in twenty years.
After the 6 years probationary service the dressers on the permanent staff should provide themselves with uniform.
11. On the staff at present are five European Wardmasters, two being at the Lunatic Asylum, two at Civil Hospital and one at Kennedy
Tom, when there is no one on leave.
When this scheme for dressers is in proper working order it ought to be practicable to replace the Wardmasters at the Civil Hospital and Kemedy Tom by these dressers, but the number asked for in paragraph 1 does not include any for this purpose.
12. There is some reason for believing that these probationer dressers could be obtained from the scholars who have passed the fifth or higher standard at the Queen's College, St Joseph's College,
Diocesan School and St.Stephen's College.
