With reference to your circular despatch of
the 1st September last, I have the honour to transmit a copy of Circular No.673 issued by the Governor of the Panama Canal Zone relating to Tonnage Certificates.

The Harbour Master has suggested that in view of the fact that a considerable amount of shipping from Hong Kong will probably, in the near future, be using the Canal, it is desirable that some arrangement should be made with the United States Government for the issue of Canal Measurement Certificates here. The most convenient course would be for certificates issued by the Government Marine Surveyor to be accepted by the Canal Authorities, and I should be glad to learn whether such an arrangement could be made.
