With reference to your minute of the 20th

January forwarding a minute by the Provost Marshal on the

subject of an interview which he had had with Messrs. Hale

and Cartwright of the Hongkong Daily Press regarding a

letter on the subject of the pay of Cable Censors in the

issue of January 19th., I am directed to inform you that

His Excellency the Governor does not consider that the

letter in question goes beyond the limit of fair criticism

of the action of the Government.

The only restrictions which have been put

upon the local press are-

(a)

That no reference shall be made to the Movements

of H.M's ships or to Naval and Military oper-

ations this of course does not apply to

general war news of an unobjectionable nature.

That the action of the Censorship with regard

to telegrams or press matter shall not be re-

ferred to, or commented on.

His Excellency has discussed this case with

His Excellency the General Officer Commanding and it was

agreed that the best course is to let the matter drop.
