lately come to the Colony from England, and to explain the attitude of the Colonial Government in this case. I attach extracts from Mr. Severn's note of the conversation which took place, the result of which is that Mr. Cartwright and the Editor of the paper, Mr. Hale, a cultivated and worthy member of the Press who has during his long residence in the Colony loyally supported the Government on many occasions, are, I think, for the time being reassured.

I regret very much that I have been obliged to encroach upon your valuable time with a despatch so voluminous as this. But as the Military Authority despite the opinion of the legal adviser of the Colonial Government and pending the solution of the question asked for in my confidential despatch of the 3rd of November, persist in insisting on what I regard as a totally erroneous view of their powers, I have no option but

to refer the question to you.
