The third cause of danger is TYPHOONS, which are

prevalent off the China Coast for six months in the year,

and the necessity, reasonableness and practicability of

applying the Regulations which correspond to this risk

consequently deserve full consideration. Here again, however,

the conditions which have suggested the safeguarding Regu-

lations are so widely different from those which prevail in

Eastern waters as to lead to the conclusion that special le-

gislation is not required out here. We have fortunately an

excellent system of telegraphic information covering the whole

typhoon area of which full advantage is taken by shipmasters;

and there, means familiar at sea of acquainting themselves with

the movements of typhoons or of adding to knowledge obtained

from Authorities ashore. It does not seen, therefore, that the

installation of radio-telegraphy on China Coasters can be con-

sidered reasonably necessart, while the housing of the installat-

ion on such small vessels presents great difficulties. In this

connection the question of Boat and /or Pontoon raft accommodatior

being equal to the number of persons on board might be referred

to. Apart from the fact that such appliances would in most

cases be impossible to stow or launch, their presence on the

upper deck would, owing to excessive top hamper, te a serious

danger to life during typhoon weather as well as a serious

menace to the navigation and handling of the ship.

The fourth, fifth and sixth causes of danger named

are COLLISION, STRANDING and FIRE, which demand the same

consideration as typhoons. We have, however, again to recollect

that we have not to deal with trans-oceanic voyages. While in

complete sympathy with measures tending towards minimising loss
