My telegram of 18th December, it seems probable that the Court will take the view that on the authorities prior to the Declaration of London no costs or damages should be awarded to the claimants but that the Court may hold that the law as to the right to compensation has been altered by the adoption of the Declaration of London. In particular the Court seemed impressed by the commentary on Article 64 in the general report of the Drafting Committee. The absence of allusion to the

general report in the Declaration of London Order-in-Council

No.2 of 1914 was pointed out by the Attorney General.
