Codes as specified in my telegram of 24th October may
be used for communication with any British possessions on and after the 15th January assuming local censors have been provid- ed by that date with copies of codes and necessary decoding staff. Censors being instructed as to details. Codes men- tioned in my telegram of 16th December pending further instruct- ions can be used only for communication with the United Kingdom.
