Dear Lay,
I have your letter of the 15th of Kay reporting your conversations with the General about the interpretation of Clause 111 of the Order in
Council.
The position is that we and our Legal Advisers share the views you hold yourself as to the proper spheres of the Civil and Military author- ities, but the War Office arc inclined to support, in part but not entirely, the contentions of the General Officer Comanding. They have now raised the question as affecting Crown Colonies generally and a conference is to be held very soon, probably next week, between various members of the Dolonial
