I have been asked to suggest a reply to this
letter. ↑ say that we and our Legal Advisers share the views
which Sir H.May holds himself as to the proper spheres of
the civil and military Authorities, that the W.0. however
are inclined to support, in part though not entirely, the
contentions of the G.0.C., that the question as affecting
Crown Colonies generally has now been raised, and that a
conference is to be held between members of the W.Q. and
C.Q. very shortly, probably next week. Sir G.Fiddes and Mr.
Risley are to represent the C.0. and a stand will be made
against any improper encroachments of the military Authori
ties, having regard especially to their insufficient aç-
quaintance with the languages and ways of the native popu-:
lations.
