In continuation of my letter No. 5473/1912 of the 13th July, I have the honour to forward for Your Excellency's consideration the enclosed statement setting forth the revised

conditions upon which opium may be exported from India for the

use of the Opium Farm in Macao. These conditions have been

communicated to me from the Government of India through the

Secretary of State for the Colonies.

Your Excellency will observe that the revised proposals give effect to the modifications in the original

proposals enclosed in my letter of the 16th June, which were

suggested in your letter No. 90 of the 20th June, with the exception that Nos. 4 and 5 remain unchanged.

I am,

however, informed by the Government of

India that sales at Bombay have been discontinued; and as the provisions of No. 4 admit of the purchase of opium privately from legitimate holders in Calcutta, I trust that Your Excellency

will withdraw your objections to Nos. 4 and 5.
