Herein is copy of the Home Office licence
issued to Mr. Reif.
You will see that it simply authorizes
him to carry on the business of the firm as fully
and freely as if no partner were resident in an
enemy country, subject to certain conditions, that is to say I take it, it puts him in exactly the
same position as if he were a naturalized British
subject trading independently with a branch on
enemy territory.
These papers should go to the Eastern
Department and Sir George Fiddes as the general
question of restricting trade by German houses in
Eastern Colonies is under consideration.
I may add that Mr. Reif's HongKong branch
