*clerical Branch of the Service. I regard Mr Wood's emolu- "mente as more than sufficient for the duties of the post he
*holds, and I regret that I cannot support his application for "a further increase of salary or allowance. I am prepared "however to forward his application to the Secretary of State."
As the matter had been considered in 1911 by the then Governor
and by Mr Secretary Harcourt, and as it had been then decided
that no increase could be made to the salary of the post, and
as H. E. Sir Henry May's minute quoted above specifically men-
tions that his remarks apply to the "post", it was obvious to
me that he was not aware of the fact that the decision of
1911 had been arrived at and the increase given on "personal"
grounds only.
His minute as regards salary for the post expressed the
same opinion as that shared by H.E. Governor Lugard and the
Secretary of State. I pointed this out in a minute addressed
to Hon. Mr Chatham (D.P.W.) of same date, and gave a full
statement of what took place with regard to my application.
Mr Chatham in forwarding my minute for H.E. wrote:- "The
"further increase in perscual allomnce was regarded as de-
"pending solely upon whether any promotion had occurred dur-
"ing the 3 year period." I forward herewith a copy of the
minute in question dated 19.2.14. I had hoped that this
would make matters clear, and anticipated no further diffi-
culty. Apart from being called upon to furnish lists (copies
herewith dated 7th and 9th March last, and which clearly
disclose increased work and responsibility to me, in the Store
Branch especially, since 1911) showing my own particular func-
tions as (a) Superintendent of Stores and (b) Superintendent
