The Under Sec. of State for the Colonies.
sir,

11 Aug. 1914.
Your letter raises a serious question, but the present moment seems to me inopportune for discussing it. I shall thereforecontent myself with saying that the facts are as I have stated them, and I
the must request Le Secretary of State to accept that statement as accu- rate. The work done by Mr. Suffiad was neither begun, nor continued, nor completed, on the faith of any promise of mine of payment, but solely in expectation that the Governmentwould pay for it, as it was
actual work which lay outside the/revision. I desire that e Secretary of
the
State should clearly understand my position, which is that I have always acknowledged that there is a moral obligation to pay what I promised in a fit of generosity, but that I object to the attempt of Mr Suffiad to turn this into a legal obligation. The letter allu- ded to does not more than refer to the moral obligation. Mr. Suffied has evidently not produced the letter I wrote to him when he first threatened to bring an action, in which this position is very clear- ly stated. It was always understood that the payment was to be at my convenience; circumstances over which I have had no control have not up to the present enabled me to fulfil my promise. I am however ex- pecting a remittance of fees from Hong Kong when of course I shall remit some money to Mr. Suffiad. The heavy loss entailed by my 111- ness makes it inconvenient tp do this till I receive these fees. The whole of my pension is required for family and insurance purpos- es; I am not therefore able to acquiesce in the suggestion contained
