I have received your letter of 23 July with much surprise
as it relates to a matter which is purely personal to Mr. Suffiad and myself, and which was adjusted to our mutual satisfaction before I left the colony. I note also with regret that you assume the accuracy of the report which has been made to the Governor of Hongkong; it does not how

When I undertook the revision of the laws of the Colony it soon became apparent that the legislative side of the work- especially the Revision and Amending Ordinances- would involve an endrmous amount of type-writing, I therefore suggested to Mr. Suffiad that if he cared to undertake it I would apply in due course for a special remuneration of
for thi 6oo dollars, which was the amount granted to the gentleman who had as- gisted Sir J. Carrington during the previous revision. As the work lay outside the actual revision and was essentially Goverment work I con- sidered the application was legitimate. When the work was nearing com- pletion and its magnitude could be appreciated I approached the Gover- nor on the subject, but to my surprise he took an unfavourable view of it. I told Mr Suffiad and suggested that he should couplete the work and I would try again, I added that I certainly should not allow him to surfer if the application was finaly refused, At no time as the work either undertaken or completed in consideration of any promise of pay→ ment on my part.
