We desire to draw the attention of the Secretary of
State to this case, which was an Appeal by Ibrahim from a conviction and sentence passed by the Supreme Court of Hongkong.
The first intimation we had of the case was on the 10th

May last, when we received from Hongkong the Petition for special
As the sentence of the leave to appeal to the Privy Counol 1. Court was to be carried out by the 18th of June, it was necessary for me to present the Petition of appeal at once, ami ve had no opportunity of ascertaining from the agent in Hongkong whether any funds were available for prosecuting the Appeal.
The Appeal was one of considerable importance, as settling the question of the jurisdiction of the Hongkong Court to try persons other than British subjects for offences committed in China, and the preparation of the case and its presentation, to the Court involved a very large amount of work, for which neither surselves not our principal in Hongkong have received any payment whatever, the Appellant being entirely without means.
