On the 16th of February Dr. Mc. Kenny certified that I was still unfit for duty and required
at least 14 days leave of absence. He also
stated that I was suffering from gastritis and insomnia and that my general condition was one of considerable debility and any resumption of my duties then would result in complete break-
down.
I forwarded both these eertificates to
the Director of Public Works and on the 18th
February I requested him to forward them to the Hon. Colonial Secy. immediately, I did obtain
the leave for which I asked but continued to
be more or less unwell and was again taken ill
in April. On the 9th of June I made application for nine months' vacation leave stating that my health was far from good. I received no reply
to this letter for nearly a fortnight when I was
informed by the D. P. W. that I could not be
permitted to go on leave until the accounts for
the Law Courts had been finally settled. On the
30th of June I saw Dr. Lobb who certified that
he then found no signs of actual disease, but
in his opinion my condition was due to my long
stay in that climate without a break, and he
recommended that I should be granted leave to
proceed to Europe for six months at least or a
year if possible. On the 8th of July I received
a reply stating that His Excellency declined to
grant my leave until the Law Courts accounts had
been closed. On the 17th of July I wrote to the
