I beg to acknowledge receipt of your letter
of the 4th inst. for which I am obliged. This letter states that the Governor of Hong Kong has reported
that I have been awarded a pension at the rate of
£200 a year. I respectfully submit that such a pension
is totally inadequate under the circumstances.

I presume that the pension which has been
awarded me is based upon the scale provided by the
pension rules dated the 1st of January 1902. I would
however point out that I was appointed for public
service in Hong Kong in the year 1900, and consequently the rules then in force apply to my case.

I presume that these miles are copprised in
the Minute of 1895 (Government Notification No.452 of
1895). By these Rules it is provided that a pension
at the rate of fifteen sixtieths of salary, with an
addition of one sixtieth in respect of each complete
year of service in excess of ten, shall be awarded.
My salary with allowance was £630 per annum therefore
my pension would work out on this basis at £199. 10. 0.
