Mr. Chatham omitted items in his statement of

8. 12. 11. to the amount of $ 18.516.90 and the statement was inaccurate to this extent.

As regards the information supplied to Mr. Chatham on the 4th September, 1910, the estimate for the work had been increased to $812.500.00 as I had informed him, yet

a sum of $ 796.200.00 only appeared in the estimates for the year 1911.

Chathan's methods.

Ir will be further noted that all the information contained in Mr. Chatham's minute of 8. 12. 11. was supplied to him on the 4th September, 1910, and the 22nd September, 1911, with the exception of the Architect's fees for the

work.

As regards these fees I noticed on perusing the file some time later that a sum of $ 10,000.00 was included in the statement of 8. 12. 11. although no information had ever been supplied to me to have enabled me to include the amount in my statement for the yearly estimates.

During August 1912, I was informed that a sum of

$ 6.000.00 only had been paid to the Architects in June 1912

and this was the first intimation received by me, and even

office minutes were first submitted to Mr. Chatham, during

the last-named date for instructions, whether I should be

informed of the matter.
