The Department requires re-organization,
this
fact is brought out clearly by the report of the Committee
who reported upon the delay and expenditure in respect of
the New Post Office Buildings, and who stated that "almost
the entire delay was attributable to a bad system being
worked in such a manner as to aggravate its worst features."

I beg to state that, the same conditions apply to the New Law Courts Building, and unfortunately for myself,
I have had to bear the brunt of such a system year after year.
