In writing to Gov. tell him of the S.S. rules as to

3 months leave on full pay only being allowed prior to retirement, and say that it should be laid down that

when Officers who have been granted half pay leave

commuted into full pay leave retire or are invalided

out of the service during such leave they will be

liable to be called on to refund the difference between

half and full pay during such leave from the expira-

tion of their vacation leave.

In writing to Mr. Fisher say that only 3 months

leare on full pay is allowed prior to retirement, viz.

the 3 months vacation leave, but that in the circumstan-

ces the S. of S. will not ask him to refund the dif-

[erence between his full and half salary for the period

from the expiration of his full pay vacation leave to the

date of Dr. Daniels' certificate. Add that a copy of

his letter is being sent to the Gov. who will no doubt

consider his claim for special conson.

20th March, 1914.

I have to acknowledge the receipt of your letter of

the 11th inst. informing me that Dr. 0. W. Daniels has

reported that, in his opinion, I am unfit for further

service in the Tropica.

1. I beg to state that my ill health is due to

anxiety caused by the methods in use in the Service, and

to overpressure of work, and my prolonged stay in the

Colony without a break whereby my life was endangered.

I have not had leave of absence since 1908. In

February 1913 I had to have sick leave and the Govern-

ment Medical Officer reported that my condition wes Ber-

ioua. I continued to be more or less unwell and my

health got worse and in June last I applied for 9

months vacation leave but was informed by Mr. Chatham

that I could not be permitted to go on leave until the

accounts for the Law Courts had been finally settled.

I was then examined by Dr. Lobb of Hongkong who

recommended that I should have 6 months leave at least,

or a year if possible, but I was again refused permission

to go.

On the 17th July I applied to His Excellency the

Governor to appoint a Medical Board to enquire into the

state of my health.
