Indeed, a sum of say, $1,000.00 was disposed of to this officer for performing nothing.

It appears strange to my mind that funds advanced privately in Government interests are with- held and yet funds can be disposed of for no work being performed.

GENERAL COMMENT.

I beg to comment as follows:-

It will be noted, that Mr. Chatham failed to appreciate important facts when placed before him or to take decisive action when needed and that matters were left to drift. I should possibly have pointed out the facts to a higher authority as they appeared to my mind at the time but being a subordinate officer and quite new to Government service, I did not think that this was my duty.

I venture to suggest that more time and foolscap have been wasted by this one work than would be necessary for many similar works in London.

In conclusion I beg to submit that I have

prevented disastrous results re the New Post Office

as exemplified in the Lower Ground Floor and exceedingly doubtful construction and possible failure of the

structure as regards the roof, Clock tower, etc.

Indeed, during the progress of the work when

I discovered so many errors in the roof, I conferred

with Mr. Denison as to the various loads to be carried,

yet he had not one calculation to shew how he arrived
