I am fully aware that I risked the displeasure of Mr. Chatham when I pointed out to Colonel Dumble- ton (who was one of the members of the Commission) the nature of the drawings at that date. Mr. Chat- ham informed Col. Dumbleton in my presence that the Architects supplied all the drawings for the work and I could not allow such a statement to be made without pointing out to Col. Dumbleton the nature of the drawings supplied by the Architects. At that period, and even previously, Government officers had had to prepare supplemental drawings to enable the work to proceed, as those supplied by the Architects were insufficient.

CLOCK TOWER.

My first report to Mr. Jones was dated 30th October, 1909, and he was well aware of what was

being done previous to that date and when time

permitted I dealt with this matter.

In the report (30th Oct. 1909) referred to

above, I pointed out that I had grave doubts as

to the stability of the structure, and subsequent

and independent reports from other officers confirmed

my doubts.

I would further point out that I was in com-

munication with the Architects for months previously

to the above date, and I was informed by Mr. Denison,

the Senior Member of the Firm, that the Tower was

designed by Mr. Ram in consultation with Mr. Chatham

As far back as the 20th July, 1909, Mr. Denison

promised to forward an amended design for the upper
