my duty would have been fulfilled by my having
previously pointed out the danger, and seven (7)
years later it would have been discovered when the
building was being finished off for occupation
that His Majesty's mails would have to pass through
tidal water inside & Post Office.
The defects were remedied at a cost of
$19.425.77.

In connection with the eventual use of the
lower Ground floor it will also be noted that in
December 1903 I pointed out that no provision
had been made for Letter boxes, or even a place
to post a letter in a Post Office. At a later
date I again raised the question and pointed out
that provision should at least be made for "Night
Letters" (indeed, it is always usual to provide
means of posting a letter even by day without
entering a Post office building). This eventually
entailed structural alterations and provision for
an additional lift to convey mails from the lower
ground to the first floor, which was proved necess-
ary both for Day and Night letters.
The important matter of dealing with letter
boxes was finally, settled by me in the year 1910.
together with an area for Letter boxes for box-
holders involving further structural alterations
at that date.
