Mr Peter has been bitterly bosting to myself that I am not crediting his statement that he addressed a matter which should have been placed before the Committees under consideration. The Contract foundations were only let in Nov. 1902. It was not completed until January, 1906.
The foundation work was not entirely completed when alterations considered necessary to render the basement watertight were made under the supervision of Mr. Gale, Executive Engineer. It is implied that a sum of $719,428.77 was wasted in remedying defects in construction, but that was not the case. It was merely the cost of certain work which was required to render the basement watertight.
