With reference to your letter of the 26th inst.,

No. 44437/14 relative to importation of sugar from Hong Kong,

am instructed to state, for the information of Mr. Secretary

Harcourt, that it does not appear to this Commission that sugar

could be admitted from Hong Kong, unless a general exemption from

the prohibition imposed by the Royal Proclamation of the 26th

October were to be extended to all sugar produced or manufactured

in British Colonies or Dominions.

As stated in my letter of 23rd November on Mr. Knox's

application the Commission understands that it is not the intention

of His Majesty's Government to grant any such general exemptions,

as to do so would certainly tend to weaken the efficacy of the

policy which led to the issue of the Proclamation.
