Committee which considered legislation necessary to

carry out the Opium Convention..

With reference to your letter (39991) of the 27th ultimo respecting the importation of morphis into Hong Kong I am directed by the Secretary for Scotland to state that he observes that the legislation on this subject referred to in your letter under reply operates only within the territory of Hong Kong and he is advised that unless there is any British statute or ordinance prohibiting the export of this drug from this country to Hong Kong no proceedings can be taken against the

consignor in this case.

I am accordingly to enquire whether you can

refer the Secretary for Scotland to any such British

Statute or Ordinance.
