I have the honour to bring the following matter to your notice and to request that you would kindly give me your ruling upon it.

2. From the 13th October 1913 to the 24th December, 1913, Mr:A.G.M.Fletcher, the Assistant Colonial Secretary, acted as Colonial Treasurer, and in addition held the appointment of Private Secretary to His Excellency the Officer Administer-

ing the Government. In connection with these different

offices, he drew the following emoluments:-

(1) Half the minimum pay of his own office, Assistant

Colonial Secretary.

(2) Half the minimum pay of Treasurer plus the whole

Duty Pay of that office.

(3) Full pay as Private Secretary to his Excellency the

Officer Administering the Government.

As it appeared to me contrary to paras: 76 and 77 of the Colonial Office Regulations that any officer should draw pay from three different offices, I raised the question as to whether the payment of full salary as Private Secretary

was in order.

4. From the 25th December 1913 to the 8th January 1914 Mr: Fletcher drew full pay of his own office, Assistant Colonial Secretary, and full pay as Private Secretary to His Excellency the Governor, which also appears to be contrary

to para: 77 of the Colonial Office Regulations.
