Sir,

I am directed to acknowledge the receipt of your

letter, No.1661/General of the 17th of last month,

notifying the adhesion of China to the Postal Union on the

lst of this month, and to express the Postmaster General's

satisfaction that your Government has found itself able to

take this step.

In order that he may be in a position properly to

consider the various changes which the adhesion of the

Chinese Post Office to the Universal Postal Convention will

necessitate, the Postmaster General will be glad to learn whether the application of the regulations of the Convention will be confined to the postal service in the 18 provinces of China proper or will be extended to include Manchuria and the outlying territories.

The Postmaster General notes that the postal arrangement concluded between the Chinese Post Office and the Post Office of Hong Kong on the 12th and 29th December 1904 must be considered as abrogated as from the 1st of
