e to Sir H.W. Just's letter of the 20th September last (31528/1913), I am directed to state that the Board of Education have decided to recommend

Mise H. F. Skinner for the appointment in the Hong Kong Department for which kindergarten qualifications are required, and Miss E. P. Gilbert and Miss C. E. Gordon for the other

two vacancies. Particulars of the qualifications and experience of these candidates will be found in the attached papers.

Miss Skinner is able to start at an early date, but it was considered advisable that she might have the opportunity of visiting some good Domestic Economy Centres before leaving England.

Miss Gordon hopes to be free after the end

of the present term.
