Sir,
I am commanded by the Army Council to forward, for the informa- tion of ir. Secretary Harcourt, copies of telegrams which have buen addressed to the General Officer Commanding, South China, on the question of the Artillery establishment of that Station, and of the replies which have been received from him.
2. The Council are of opinion that it would not be desirable to have such a large proportion of volunteers in the composition of the Artillery garrison of Hong Kong as would result from the replacement locally of the whole of the Royal Garrison Artillery detachment it is proposed to bring home. 'They propose, therefore, to send out from the United Kingdom 1 officer and 76 other ranks, Royal Garrison Artillery, partially trained, nd suggest, for r.
Secretary Harcourt's consideration, that sanction should be given
to His Excellency the Governor to increase the establishment of the
Artillery Company, Hong Kong Volunteers, by 1 officer and 50 other
ranks, to make up the balance of Royal Garrison Artillery personnel
considered necessary for the defence of the Colony.
