sir,
I am commanded by the Army Council to forward, for the
information of Mr. Secretary Harcourt, a copy of a telegram
which has been addressed to the General Officer Commanding,
South China, and repeated to the General Officer Commanding,
North China.
2. I am to ask that the Council may be informed at an early
date whether Mr. Harcourt agrees to the proposed moves being
carried out.

A similar letter has been addressed to the Foreign Office.
