sir,

I am commanded by the Army Council to tranoult for

the information of the Secretary of State for the Colonies

a copy of a paraphrased telegram from the Censor at Hong

Kong on the subject of telegrame addressed to or receivod

from alien enemies. From this it would appear that the

Censor at Hong Kong has received directions from the

Governor to allow telegrams between enemy and British firms

or in certain circumstances, between enemy and enemy firms

to pass without hindrance, if clear and straightforward.

I am to say that these instructions are not in

accordance with the approved regulations for the Censorship

and would appear to grant exceptional facilities for trading

with the enemy.

The Council would be glad if steps could be taken

to bring the regulations for the censorship in Hong Kong in conformity with the regulations in Great Britain and the

Dominions.
