Dear Butler,
We have sent you an official
letter about the garrison of South China, of which
the enclosed is a copy. The India Office are
pressing us for an early decision.
Mr Asquith would be glad if Mr
Harcourt, after looking into the papers, would
be good enough to confer with him on the subject.
I am making a similar request to
the Foreign Office to whom we have written in
the same sense.
