which accompanied the Colonial Office letter of 14th January, 1914, referred to above), but also those described as "Working expenses", so far as they represent Factory charges.

There remains for consideration the treatment of the cost of the Preventive Service. This subject was dealt with as regards the Straits Settlements in paragraph 4 of War Office letter 10/953 (F.1.), of 18th January, 1911, and Their Lordships' letter 1105/11 of 11th March, 1911, a copy of which was sent to this office with Treasury letter 15199/11 of 12th August, 1911. It is also referred to in paragraph 11 of the report of the Colonial Contributions Committee.

Pending a decision on the recommendations of this Committee the Army Council are unable to depart from the attitude adopted in regard to the cost of the Preventive

Service in the Straits Settlements in War Office letter 10/953 (F.1.) of 18th January, 1911 above referred to.
