The Lords Commissioners of His Majesty's Treasury

have had before Them your letter of the 15th instant

(49250/14) enclosing a copy of a telegram from the Gover nor

of Hong Kong, relating to paragraph 5 of the Trading with the Enemy Proclamation of the 8th October last.

In reply I am directed to request you to inform the Secretary of State for the Colonies that transactions in respect of the business of insurance or relusurance with German branch firms carrying on such business in Chinese Treaty Ports would appear to be prohibited by that Proclamation unless specially licensed.
