I am directed by the Board of Trade to acknowledge

the receipt of your letter of lovember 23rd relative to the

treatment accorded to German firms trading in Hong Kong, and

to state that the Trading with the enemy Proclamation, No.2

of September 9th does not preclude Colonial Governments

from making such Regulations as they may think fit in ragard

to German firms trading within their jurisdiction.

▲ copy of your letter is, however, being forwarded

to the Colonial office as the matter is primarily one for

the consideration of that Department.
