I am directed by the Secretary of State for

receipt of your

India in Council to acknowledge

the

letter of the 1st September, No.31230 on the subject

of the arrangements for the supply of orium to Macao.

In reply, I am to inform you that the Marquess of

Crewe is not prepared to raise any objection to the

modification which the Governor of Macao wishes to

have made in the statement of proposals enclosed with

670 [04343 my letter of the 16th October 1913, R.& S.3564, for

giving effect to the agreement of the 14th June 1913,

except that no useful purpose would be served by

modifying the proposals numbered (4) and (5).

As regards these proposals, I am to point

out that section (7) of the Agreement permits the

purchase of opium for Macao only "at the sales at

Calcutta or Bombay or any places in India." The
