State is advised that it would be injudicious to admit

liability in the present case, as such admission would

render it more difficult to refuse it in others.

Sir E. Grey would propose, therefore, subject to any

observations which the Secretary of State for the Colonies

may desire to offer, to approve Sir E. Fraser's action

and to inform Sir W.G. Arastrong, Whitworth and Company

that their claim for compensation cannot be admitted.
