Peking, November 23, 1914, 3:30 P.M. CHINESE authorities here have suggested to me that internment in Hong Kong of a portion, however small, of German garrison of Kiaochow would make a great impression in determining attitude of people of South China. I do not know whether suggestion is practicable, but I think that object lesson it would furnish would be far more effective than any other means we have of influencing Chinese public opinion.
