Sir:-

I am directed by Secretary Sir E. Grey to

transmit to you herewith copy of a telegram from His

lajesty's inister at Peking containing a suggestion

that a portion of the German garrison of Elaochow

should be interned at Hong Kong.

Bir F. Grey concurs in Sir J. Jordan's view that

the object-lesson which would be provided by the

proposed interment would be very effective. Before

however approaching the Japanese Government with the

suggestion he would be glad to know how far it is

practicable and how many of the prisoners could be

interned in the Colony.
