1. When it is proposed to export coal in vessels whose
destination is Hongkong or any port south thereof, or
the South Seas, or which are to call at any such ports,
the shippers or consignees shall, before loading, deposit
with the Customs authorities security to double the value
of the said coal, together with the form for deposit of
security on export coal (Form A).
The Customs authorities may, at their discretion,
perult the substitution in place of the above-mentioned
security of a letter of guarantee (Form B). The Customs
may, however, insist when deened necessary upon suitable
suretles in connection with the above letter of guarantee,

Upon the presentation to the Customs authorities by
shippers or consignees of a certificate of landing of the
said coal at its destination, signed by the Imperial Ja-
panese Consul at the said destination (or in the absence
of an Imperial Japanese Consul then an authority desig- nate by the Customs authorities) and the recognition of
the authenticity of the said certificate by the Customs
authorities
