Sir:-

I have the honour to inform Your Excellency

that all firms at this port engaged in the export of

coal have received from the Moji Customs authorities

a copy of a notification with regard to coal shipments

which (though its origin is not stated, nor does the

notification appear to have been published in the

Official Gazette) emanates, I understand, from the

Ministry of Finance.

I have the honour to enclose a translation of the

above notification, the purport of which is that, before

permission is given for the export of coal to Hongkong

and destinations south thereof, to the South Seas, or to

any destination in vessels calling as above, shippers or

consignees shall deposit with the Customs authorities

security to the amount of double the value of the coal,
