Arrangements had to be made for the
regular supply of large quantities of Chinese coal
for the use of the British fleet and by the goodwill of
the Chinese Authorities the Fleet, while lying in
Chinese waters off Shanghai, was enabled to secure its
supplies from the neutral port. The Governor-General
at Canton was specially instructed to place no hin-
drance in the way of free trade with Hongkong and these
and many other facilities afforded abundant compensa-
tion for any advantages the Germans may have obtained
by means of their railway connection.
