The Governor of Hongkong has been so good as to
furnish me with a copy of his despatch to the Secretary
of State for the Colonies of the 19th ultimo, regard-
ing the conveyance of foodstuffs over the Tientsin
Tainanfu Railway to Tsingtao. As a copy of this
correspondence will no doubt have been communicated
to your Department, I think it may be desirable that
I should furnish you with a copy of my despatch to
the Governor of the 28th ultimo, which is enclosed
herewith.
I have so far as possible refrained from troubling
you with the various questions which have arisen in
connection with the transport of reservists, pro-
visions and arms, etc., as they have been of a nature
susceptible of being treated locally and according to
