I have already submitted to the Foreign
Office copies of the Circular of the 28th October
and the telegrams, copies of which are put up with this paper.
It will be seen that we have tele-
graphed out to HongKong the substance of the Act, and of the Proclamations of September 9th and October h,but not that of the 26th October (Sugar), which, however, went out in the Circular of October 28th.
I do not suppose the latter is of any importance in
China.

I submit draft telegram to HongKong for
consideration. ? Copy of this telegram and of
the telegrams and Circular referred to should be
sent to the Foreign Office, LF.
