In continuation of my despatch No.29 of
July 20th on the subject of the Hongkong patrol,
I have the honour to report that in consequence
of the withdrawal of all foreign war vessels
from the waters of the province the Chinese
authorities are making every effort to prove
that they are in a position to maintain order
singlehanded. In pursuance of such endeavour,
Admiral Li Họ has, after personal inspection,
made certain dispositions which, if adhered to,
ought in my opinion to go far towards keeping
in check piratical attacks on shipping.
