I am directed by Secretary Sir E. Grey to acknow-
ledge the receipt of your letter No.37799/1914, Con-

fidential, of the 9th instant regarding the status of
the British Concession of Shamien, Canton and the
movements of Germans resident there.
For the reasons stated in the despatch from the
Governor of Hong Kong, Sir E. Grey concurs in the
opinion of His Excellency and of the Consul-General
at Centon that there are no effective measures for
dealing with the situation.
