I sui directed by secretary Sir D. Gray to

trammit to you herewith copy of correspondence re-

asived from the Colonial Office relating to the de-

tention at Hong Kong of a cargo of ammunition con-

signed to the Chinese Government by Armstrong

whitworth and Company,

I am to request that you will forward as soon

as possible a report on the matter for the purpose of

considering the Company's claim for compensation.

I am to observe that if you or the Colonial

Authorities at liong Kong are in a position, to prove

that the consignment in question was destined for

Tsingtau its detention at Hong Kong is justifiable.

If, on the other hand, the ultimate destination was a

German firm at Shanghai, the question of contraband
