MEMORANDUM.
The American Embassy has the honour to submit
the following copy of a telegram from the Secretary
of State at Washington relating to the exportation
of rice from Hong Kong:-
The State Department is advised that
Malconado and Company of San Francisco bought
before the war five thousand mats of rice from
Desouвa Company, Hong Kong. They were to be
shipped on American Steamship "Manchuria" leav-
ing Hong Kong August 18th, but it appears Hong
Kong authorities have prohibited the exportation
of rice. Bring the foregoing to the attention
of the British Government with a view to obtain-
ing license to export this shipment of rice.
