1 HAVE received your despatch No. 213 of the 26th ultimo, in which you report on the sale and consumption of opium in the foreign concessions in China and in the international settlement at Shanghai.
His Majesty's Government have learnt with regret that the licences in the international settlement have been increased so extensively at a time when the consumption of opium in China generally is being extinguished, and you should do all in your power to encourage the municipal council to put an end to the licences.
In this connection I enclose a Parliamentary question on the subject, with the answer which I made to it on the 16th instant.
